Mr. David L. Almirol, Jr. is the Undersecretary for E-Government of the Department of Information and Communications Technology. He is a 2021 Ten Outstanding Young Men (TOYM) awardee for Science, Engineering and Technology, was bestowed the distinct honor of being The Filipino Technology Icon of the Year also in the same year given by the Asia Pacific Luminaire Awards including a dozen other awards both locally and regionally in the field of information technology and business leadership.

He is also the founder and former CEO of Multisys Technologies Corporation which is regarded as one of the country's leading software development company. A full stack programmer. A UI and UX expert. An elite systems analyst and quality assurance specialist. He has more than 15 years of solid software programming experience providing numerous services to both medium and large private organizations and government agencies in the field of e-business; e-commerce; e-finance and e-banking; e-health; e-learning; e-services; and e-government.
